    The Senior Manager, PMO role is responsible for project and program management, PMO governance and team leadership. This position will actively partner with and lead high-performing project teams to drive best-in-class project and program delivery. This position will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of enterprise IT system investments. This position is responsible for coordination with GTS leadership, business partners and relationship managers to align with BeiGene’s portfolio and strategic goals, drive IT system and process alignment, support IT maturity initiatives, and promote standards and sustainability.

    The ideal candidate will bring experience planning and managing large-scale pharmaceutical and biotech systems-related projects and programs. A solid track record of successful technology project delivery in a global, geographically diverse environment is expected. The role will be well-versed in best practices for effective project delivery, able to partner closely with staff and leaders at every level of the organization and provide PMO oversight governance and consulting. 

    The candidate will be highly skilled in the operation and maturity of PMO organizations through contributions to strategy, technology, continuous process improvement, standards, and people management. This individual will demonstrate excellent communication and problem-solving skills; expertise in data-driven management and planning; and the capability to effectively influence, advise, lead, and mentor. 

     

    Essential Functions of the job: 


    Team and Resource Management:

    ·   Manage and supervise team members, share expertise and guidance, and build team rapport through demonstrating BeiGene’s company values.

    ·   Partner effectively with GTS leadership, business partners, relationship managers, project sponsors, stakeholders, colleagues, and vendors in multiple locations, and across multiple time zones.

    ·   Manage, educate, motivate, coach, mentor, and recruit PMO staff and contingent resources.

    ·   Drive resource planning and utilization for technology projects and programs that are scalable for organizational growth.

    ·   Direct, motivate, and manage and engage geographically diverse teams and stakeholders.


    Project Governance and Operations:

    ·   Provide leadership to refine and mature GTS processes, including portfolio and budget governance and framework. Incorporate standards including IT Service Management (ITMS), PMI. 

    ·   Devise and operationalize standardized communication and reporting.

    ·   Provide oversight, consulting, and guidance to deliver effective governance, methodology, processes and tools to GTS staff, business customers, and stakeholders. 

    ·   Serve as a domain partner for GTS and cost center leaders, providing PPM expertise, guidance, portfolio oversight.

    ·   Establish, manage, resolve metrics and KPIs related to GTS and PMO value and effectiveness. 

    ·   Ensure the maintenance of team, customer and stakeholder process and reference documentation.

    ·   Experience in developing organizational metrics and key performance indicators.


    Technology Project Delivery:

    ·   Identify and document business requirements, execute Discovery efforts, and support the formation of business cases. Defines project goals and deliverables that support business goals in collaboration with senior management and stakeholders. 

    ·   Ensure effective business analysis to capture as-is and to-be processes, business benefit. 

    ·   Deliver solutions focused on establishing and improving business processes, addressing process gaps, and enabling automation and growth of the organization.

    ·   Coordinate business, technical, and vendor resources to support projects and initiatives.

    ·   Establish, maintain, and monitor project and program collateral (e.g., task plans, RAID, and other tracking logs). 

    ·   Responsible for routine forecasting and status reporting; ensures project closure and sustainability.

    ·   Provide expertise and leadership for projects and programs related to IT capabilities – eg, Enterprise Architecture, Infrastructure and Operations, Security and Business Intelligence.

    ·   Coordinate and drive OCM-related activities, training sessions, workshops, and process documentation. 

    ·   Facilitate and coordinate project-related quality, validation and testing activities.


    Process and Tools

    ·   Lead continuous improvement of PMO methodologies, processes, templates, and toolkits. Devise, advocate, facilitate, and implement solutions to sustain and enhance PMO tools, methodology and processes.

    ·   Drive project management maturity across the organization. Develop and socialize improved processes and tools.


    Requirements:

    ·   Bachelor’s Degree (preferably life sciences, IT, data analytics or related discipline). 

    ·   6-8 years direct experience delivering large-scale, enterprise-level projects and programs in a GxP or regulated environment and within an SDLC/SLC framework. 

    ·   5+ years direct experience deploying applications and/or systems in a biotech, pharmaceutical or medical device industry preferred.

    ·   Project Management Professional (PMP) Certification.

    ·   Certified Scrum Master (CSM) Certification preferred.

    ·   Proven experience in planning and deployment of software solutions, especially cloud-based/SaaS systems, and applications.

    ·   Highly proficient with standard project management applications (e.g., MS Project, Smartsheet), flow chart applications (e.g., MS Visio, Lucid chart). Smartsheet certification preferred.

    ·   Proficiency with data, reporting and analytical tools (e.g., Power BI, Tableau).


    Key Competencies: 

    ·   Excellent people management, cross-cultural and cross-functional team leadership skills. 

    ·   Excellent written and oral communication skills, including the ability to articulate results and recommendations of analysis to a variety of audiences within the organization (e.g., laterally across peers, and upward to Senior Management). 

    ·   Experience with core biotech/pharmaceutical software applications, eg, LIMS, QMS, CTMS, and other Clinical/Biometrics systems. 

    ·   Experience implementing technology infrastructure, operations and security tools and related initiatives. 

    ·   Ability to effectively adapt, prioritize and execute tasks in a high-pressure and agile environment through analytical and problem-solving capabilities. 

    ·   Hands-on experience supporting Organizational Change Management (OCM) efforts and developing communication and change-related content.

    ·   Highly organized, self-motivated, and directed. Adept at discovering and assessing priorities with limited information and guidance.

    ·   Proven ability to develop and maintain strong professional relationships with customers, colleagues, and vendors. Skilled at absorbing corporate culture, adapting leadership styles and leveraging business acumen.

    ·   Ability to lead, influence, collaborate and negotiate to achieve business strategies, drive accountability, and deliver results.

    ·   Proven ability to use, develop and manage tools to enable quantitative analysis and reporting. Develop metrics, dashboards, and other reporting tools to drive awareness and decision-making. Experience in developing organizational metrics and key performance indicators.


    Supervisory Responsibilities: 

    This position could include managing, coaching and mentoring staff with training, orientation, qualification and development plans when required.
